Harringay, Haringey - So Good they Spelt it Twice!

The changing pattern of betting shops in Harringay since the gambling act

In my post a couple of weeks ago, I mapped betting shops in Haringey.

Since then Daliah Barrett in Haringey Licensing team has been very helpful and has helped me to build a before and after the gambling act picture.

Perhaps not such a big leap in premises as we'd think here in Harringay. But it seems that we might have good reason. In 2006, Harringay hosted 10% of the borough's betting establishments. In the ensuing four years, we've seen a 66% growth in the number of Harringay's gambling establishments. Despite having had only a tenth of the borough's betting shops, we've been the beneficiaries of over a third of the growth of gambling establishments borough-wide.

We can now boast that we have 14% of the borough's betting establishments. (That's an increase from 6 to 10).

Daliah's information has enabled me to correct the total of gambling establishments borough-wide number to 79. Corrected map here.

The case of the permanent gambling premises licence at Alexandra Palace is something of an anomaly. It's not an ordinary betting shop, limited as it is (for the time being) to the duration of the annual World Darts Championship.

It did of course require a licence which nowadays are handed out almost freely.

What was unusual about that particular Application, is that while the Licensing Authority was an arm of the council, the Applicant was a company that is controlled by the council.

By Act of Parliament, the London Borough of Haringey are the Trustees for AP. The Trust Board is a committee of the council and political control is guaranteed by the council majority group having a majority of Trust Board members, ensuring that the Board is a political instrument.

The trading company ("APTL") is wholly owned by the Trust Board and the directors are also councillors, again, ensuring political control. It was that company-controlled company which applied for the Licence (and recently applied for an extension, as Peter points out).

I'm not surprised the licensing officer omitted this gambling license from the supposedly comprehensive list, because it was a controversial Application, where objectors at the Application Hearing numbered six, one person more than the council's Full Licensing Committee.

Naturally, the council committee awarded the gambling licence to the council company.
The licensing officer didn't omit it Clive. Please check what I wrote in my previous posting. Peter mistakenly commented that it was omitted. It wasn't.

I am looking at your pdf "Growth in Haringey Betting Shops 2006 - 2010"

I accept that the words "Alexandra Palace" and "Panorama" are not omitted from the list. At the same time, the entry is a little obscure. You correctly note that a postcode is not provided.

What does appear is a partial description and a partial address, with the name of the Applicant omitted. The name of the Applicant is the company to which the council awarded the licence and the name that provides the link to the council.

Do you find it curious that this entry alone is inconsistent with and not rendered in the same way as the other betting shops? This Application was treated differently and specially all the way along.

Am I missing something here or is there an attempt to obfuscate the connection between the council-controlled trading company and gambling?
