Please report to RSPCA. This is neglect, and cruel. The frequent replacements is a red flag, where are these cats ending up. Get other neighbours who have noticed to report as well. If they are council tennants report to the council.
Yes report to the rspca. That’s what they deal with. They will probably visit, and check the cats. If they deem unsafe for them, they will be taken. Otherwise they will educate the owners, and do a repeat welfare check bit later

Thanks so much to everyone for their suggestions. I didn't realise that RSPCA inspectors could be brought in to educate owners etc, I thought they just swooped in and removed animals - so for now I am going to contact them as suggested and see if the "owners" can be educated/shown how to get help with vet fees etc. It's the cycle that I am trying to break and this sounds like the best route. Lil - thank you for the offer. If I come up against any kind of trouble I will be back in touch! Fingers crossed...
