In practical terms, what happens if a landlord doesn't engage with a the council when they send letters about not having an HMO licence.
I'm asking for a friend who is concerned that they will be evicted because their Landlord has been ignoring Haringey Council. Seemingly for a number of years.
Does the tenant have any form of redress if they have entered into the tenancy unwittingly via a property management company.

The policy basically sets out what actions the council can take depending on what breaches are found. If your friend has evidence of hazards in the property, especially of things like gas and electricity, then this can help result in the Council prioritising any inspection or investigation.
