New Local Powers?
Set off digging around for stuff after Alison P's post just now on betting shops, I've caught up with what's happening with the Sustainable Communities Act.
Things look potentially promising. A new post on the Local Government Association's site offers an overview of the proposals for new powers it will be making under the Act.

I've only skimmed the publication, so maybe it's nothing. Anyone else know more about this?

This pdf includes:
- proposals to give councils more powers to control what happens on our local high streets, including, I think, controlling betting shops.
- more control over local transport
- more oppoertunity for citzens to have a say in local government
I've only skimmed the publication, so maybe it's nothing. Anyone else know more about this?

Hugh the first bullet point relates to what Government Minister David Lammy called the Hackney Proposal.
It would leave the source of the problem (the Gambling Act) unchanged and add to the S.C. Act. It would set up one Act in conflict with the other, which lets free-market forces flow in an 'industry' subject to addiction and compulsive behaviour. It would become another gold-mine for lawyers and it is perhaps unsurprising that its supported by the barrister MP.
The sustainable communities act would attempt to fight the problem with vagueness. Each Licence Application would need to be fought separately and individually. Much like the current situation. I have little doubt which side's well-funded lawyers would win every time.
Either the solely-market-demand provisions of the G.A. are in force, or they are not. The Gambling Act, lobbied for by the gambling industry and produced by this Labour Government, is clear on this and there's no middle ground.
