Not clear to me that this is pro-labour since it links to a news story accusing the council of a u-turn and plenty of reporting of criticism of the move. I'm not aware of the Journal having a reputation of being pro-Labour.

Lib Dems called for freeze in council tax a fe month ago, Labour said no.

Labour now does u-turn and Lib Dems attack them by saying, 'buy votes now, pay later'

Depressing, whatever way you look at it. H'gey deserves better!
