Presumably made for the British & American zones in Western Germany known as the BiZone and sectors in Berlin.
Rationing existed in Germany from 1939 until 1950, ending four years earlier than in the UK. The deutsche Mark (DM) was introduced in the Western Zones in 1948 and literally overnight the shortages in food and goods were ended. By 1950 the so-called Wirstschaftswunder or Economic Miracle was well under way..

I think this was made to let people know that in Germany regardless of the defeat and destruction they didn't have it quite so bad at all.

As I remember it, Pathe has two versions - the one above and a ten minute one without sound. Is there another?

You linked to the German version. Sorry for confusion, the one I reffered to was silent but various duplicate views in B&W, claiming to be N19..
