Date unknown but it looks to be around 1900 or so. I have no idea what the construction is, but I'm sure someone out there does.

This was called the Water Village. It was erected on the island in the Boating Lake, in Alexandra Park. Ally Pally is probably just off the right hand side of the picture. The Water Village appears in a variety of photos, though usually viewed from the opposite side, i.e. the Place side of the Boating Lake. As far as I can see the "Village" consisted only of viewing platforms.
