Railways have Permitted Development Rights that allow them to upgrade existing lines without planning permission, and they're exempt from noise/vibration laws. You're not going to get anywhere with litigation.
You could try asking your MP to lobby the government to take action against Network Rail (who own and upgraded the line), but Network Rail is a government-owned company, and the upgrade was paid for by the government. Essentially, it's government policy for your house to shake (and I don't think the new government is going to change this).
