Mmmm. I think there are three similar bird signs - a pigeon silhouette, meaning birds in the road, a pheasant which warns of pheasants in the road and a duck for wildfowl. No idea what this one means.
This exact sign features in a blog post on the LDNgraffiti website:

"Crossing The Road
Crossing The Road's silhouetted street sign artworks are site specific and reference passing 'locals', the artist has observed.
Visually captured and somehow? printed onto blank-template road signs, the pieces are installed back in the original location. They never seem to last very long, there are still a few about, but I'm not saying where!"
So, the 'locals' in Finsbury Park are the crows!
Other examples of their work:

Ha! They’re brilliant. There are a LOT of crows in and around Finsbury Park this year.
And this one, in Kingston, is official.

That is obviously
You don't answer the question
This is the answer to your question about the crow on the sign (as I posted above):
"Crossing The Road's silhouetted street sign artworks are site specific and reference passing 'locals'.
So, the 'locals' in Finsbury Park are the crows!"
That is the meaning of the sign. It is an artwork. No other meaning.
Maybe........."Headware advisable in this area" ??
