Water mark

Can anyone tell what this mark means? It was sprayed on the pavement next to the cover over my stop-cock/water meter. There's another a few doors along. I asked a passing Thames Water guy and he somewhat ruefully said he didn't know.

This spray-painted marking on the pavement is a utility survey or engineering symbol left by Openreach or a similar broadband/telecommunications contractor. Found this info online.
