I think ten years ago I'd have been horrified by this and seen it as yet more evidence of the big brother state etc etc. But that was when I lived somewhere which wasn't (particularly) blighted by litter or dog shit. Now I can't see any other way of trying to solve the problem - is there any point having fines for litter/dog fouling etc if people know that they are never enforced?
Singapore still has corporal and capital punishment (which it uses extensively). It has the highest per capta rate of judicial execution in the world. Also sexual relations between men are illegal. Well worth it for chewing gum free streets eh?
