The only alternative is to vote in someone who correctly sees the "congestion charge" as the tax that it is and who will do away with it. That won't be happening in a nation where 2/3rds take more from the state than they pay into it.
It looks pretty from the article you posted that Zipcar is making one last attempt to get a special exemption to the congestion tax and to be able to make a large number of people redundant. The Guardian article is part of that PR blitz around that.
Not that your racist Mandami prototype mayor cares a whit about you but you could consider writing whatever City Hall is called here and showing your support for Zipcar's continued exemption.

Don't know any details but Enterprise Car Club have a couple of cars on the New River Estate - worth checking out.
They are mentioned in this article - which gives a considered and detailed explanation for ZipCars problems in London, esp compared to other European cities (rather than the fact free rant above).
