No! Getting caught short isn't an excuse. Any adult should have enough self control and forethought that they don't end up in that situation.
It may be acceptable in Germany - good for them - but our convention here isn't wrong just because it's different. If people are offended by it, as they are in this country, then it's not acceptable.

It's got nothing to do with prudishness.
I don't like people pissing in the street for the same reasons I don't like dog owners leaving their pet's crap on the street. Or people dumping litter. Why should I have to put up with the mess left by selfish, lazy people?
You talk as if it happens 10 times an hour.. It probably happens once, twice a week at the most.
It's well known that men have problems with their dangly bits in cold weather and they are inclined to want to go more often.
I really do think you are getting a little over-heated about it all. If the country were so civilised as you make it out to be, you would find these about the place:

OT: Yes, and it is cigarette advertising you can see.. The Germans have lots of experience of living in a state where everything was 'verboten' That's why they see things very differently. They don't give up their freedoms as easily as you seem to be willing to do.
And your point is...? I would be delighted for provision to be made for men with problematic or thermally troubled bladders; women too for that matter.
What I don't want is people pissing in the street. I wouldn't piss on my own doorstep; I doubt you would be particularly happy if I pissed on yours. Why shouldn't the common courtesy of not pissing on stuff apply to all public spaces?
My point is plain and simple you are over reacting.
