I think Zena has explained the process well, but I just want to emphasise the point that this change in funding has not been done to try to redistribute money in one direction or the other. Officers, under instruction from the Schools Forum, have worked hard to match the funding as closely to schools' previous funding as possible.
An exact match for any school is impossible and so there will be 'winners' and 'losers' but the overall aim has been to keep everyone as close as possible. The reason it is impossible to keep everyone on the same funding is because the Government has forced the Council to go from about 30 local factors to about 10 national ones. This invariably removes all kinds of nuances from schools' funding and conflates factors that over the years the Council and schools (through the Forum) have decided are important in providing fair funding across the borough.
I am not making a party-political point here (I have no party affiliation, I am a Haringey Governors' Association member of the Schools Forum) but it is either disingenuous or naive to say that it could be otherwise: that all schools could have got more money, or that money is being taken from one set of schools and given to another.
