Recycling Hen's Teeth

This discussion follows on from an earlier one which had got quite lengthy, so I'll start again.
I have had a reply from Cllr Haley to my enquiry which was based on Lynne F's circular. But. A footnote forbids from circulating it. So, I have written to Cllr Haley again seeking permission to publish his extensive cross referenced note.

Does anyone know the legal status of the warning

My view would be that sending something out over the internet and expecting it to remain confidential is a vain hope, and cannot be legally enforced.
