Harringay, Haringey - So Good they Spelt it Twice!

After some initial foot dragging, Haringey Council did finally act to introduce Article 4 to offer increased powers to handle the uncontrolled spree of poorly managed Houses in Multiple Occupation.

I'm glad to be abel to report that those powers come in to force on 30th November.

Thanks for posting this Hugh. You beat me to it. The official notice from Planning which councillors received the other day is below.

I know this has taken a long time to come to fruition as it takes a year from formal agreement and consultation to implement and it was discussed fora long time before that.  Nilgun chaired the council's internal HMO working party which I joined when I came on the Council. Nilgun and the councillors who were members of that group pressed really hard for the Article 4 and I am really pleased that this is now coming into place. The campaigning from local groups, and members of HoL was also very effective so thanks everyone.

Town and Country Planning (General Permitted Development) Order 1995

 

Town and Country Planning (General Permitted Development) (Amendment) (England) Order 2010

 

Notice pursuant to Article 5(11) of the confirmation of an Article 4 Direction

 

London Borough of Haringey confirmed the making of an Article 4 (1) Direction on 15th October 2013, under Article 4(1) of the Town and Country Planning (General Permitted Development) Order 1995, as amended. The Direction relates to development comprising change of use from a use falling within Class C3 (dwellinghouses) of the Town and Country Planning (Use Classes) Order 1987 (as amended) to a use falling within Class C4 (houses in multiple occupation) of that Order, and removes permitted development rights for this type of development from the date when the Direction comes into force.

 

Planning permission will therefore be required for change of use from Class C3 to Class C4 once the Article 4 Direction comes into force on the 30th November 2013.

 

The Article 4 Direction applies to the following wards:

  • Seven Sisters;
  • Tottenham Green;
  • Tottenham Hale;
  • West Green;
  • Bruce Grove;
  • White Hart Lane;
  • Northumberland Park;
  • Noel Park;
  • Woodside;
  • Bounds Green;
  • Harringay; and
  • St Ann’s.

 

A copy of the Direction, including a map defining the area covered, can be viewed at River Park House, 225 High Road, Wood Green N22 8HQ between 9am and 5pm ; or can be viewed on the Council’s website at www.haringey.gov.uk/article_4_direction

94 Mattison Road was converted this summer into a care home with approved planning permission.  I'm not sure if this falls under the umbrella of HMO but is this type of conversion allowed on the ladder?
