And the power to levy congestion charges will be delegated to boroughs. Imagine how much we could make off of Wightman Rd! Fight the closure, pay to pollute!
Another dilemma you'll get us into...
A local scheme of this sort is just what I've been proposing for the last few years as a solution to our local traffic woes. It was poo-pooed by Haringey's new traffic cabinet member. I hope she'll give it more serious consideration now.

Drivers already pay 'per mile' through tax on fuel. 

It doesn't seem to have any effect on how they drive and MY income tax pays for the roads you drive on.

Your income tax pays for the roads that you ride on. Or don't cyclists "use" roads?

Fuel tax, road tax, income tax, or even the "per mile" road charge which seems to be proposed in this article - do not influence where people drive. Unless the "per mile" road charge was, say, £5 per mile on Beresford and 50p per mile on Green Lanes.

There may well be a role for per mile charges, congestion charges, toll roads, fuel rationing, but you have to ensure traffic is forced onto the intended A-roads first.

I recommend filtering Wightman Road to eliminate ratrunners from the local streets and then consider if there might be anywhere round here that would be an appropriate location for a Toll Gate ...

It is unfair and ineffective to try to social engineer by levying a charge. Money is not the answer to everything.

The rich won't care and the poor will suffer disproportionately but everybody will find a way to pay the charge and continue to drive.

Surely, this is just an extension of the London Congestion Charge ? How effective has that been ? There was an improvement which lasted about a year but now inner-London congestion is just as bad as it was.

I have a solution, radical perhaps, which will cut congestion by 50% and all drivers will save money, instead of paying more but nobody wants to know because they don't really want effective restriction of their vehicle usage.

Its just another revenue raising dodge which avoids the real question of pollution, congestion, and transport. A huge change of attitude is needed to address these problems which will mean a rethink of urban planning, investment and joined up thinking on walking, cycling and priority for buses etc over cars. If you want to drive cars off the road and onto public transport it has to be affordable and viable. With the highest public transport costs in the world, its a bit much for the Mayor to be taking a slice out of the motorist. 

Incentivising behaviour like this works. It's a shame we can't all just behave appropriately but there you go, human innit,
