Might it be possible to start with Haringey council employees? There seem to be rather a lot of them driving to work with Haringey parking permits in their front windscreens. Surely if they have Haringey parking permits, they must be close enough to their office to walk or take public transport. This is a fantastic opportuity for the council and its employees to lead by example and show just how much empathy they have with residents.
