One law for us, another for them
A Council CCTV parking enforcement car was parked on a corner, on double yellow lines at 1209 today. I asked the occupants why and the driver produced a piece of paper, which he didn't let me read, saying this allowed them to park anywhere at anytime.
Since double yellow lines are laid where it would be dangerous or an obstruction to park, surely this cannot be true ?
I think a check with the Council Parking Service is in order.

If they were parked in a residents parking pay (CPZ or council profit zone) it probably wouldn't matter, since CPZs are for raising money, not for safety reasons.
But a double yellow around a corner is there only for reasons of sight-lines (i.e. safety).
The "parking enforcement" team don't seem to appreciate the need for restrictions on corners, let alone the legality.
The council would be hard pressed to argue that their own obstruction is somehow less hazardous than an equivalent-sized obstruction, not under council control.

I can park legally with my blue badge on double yellow lines for up to 3 hours. Does this help ?

IIRC a blue badge holder can still be asked to move if causing an obstruction. Common sense should prevail.

Even with a blue badge you are not allowed to park -
- opposite or within 10 metres (32 feet) of a junction, except in an authorised parking space;

There is some one in the driver's side. Does that count as parking (a genuine question as I'm not a driver)

Apparently so - I've been moved on by Enforcement while waiting for a parking space to become vacant.
Highway Code says no waiting at any time on double yellows. The Prosecution rests M'Lud :-)

It was accepted by the Parking Service that the car was parked. And as you can see, Michael, there was at least one empty CPZ bay in front of it. As I recall, the Parking Service promised to "have a word" with their staff. It seems from John's conversation that they've now given them "a piece of paper".

Hmm. Yes, of course, you're right. I was being very insensitive. They should have had an award at a black tie dinner in a swanky Mayfair hotel.
