The scaffolding could be covered with canvas or plastic, possibly as is often done, with a picture of the bascules. But please, no Nike advertisements.

Relief all around as our friends at SE1 report that City of London Corporation have withdrawn their application to put advertising banners on Tower Bridge scaffolding this winter. . English Heritage objected in the strongest possible terms and both Tower Hamlets and Southwark were minded to refuse the application.
So all's well that ends well
