My neighbour has a large lime tree overhanging the corner of my small garden. It is spoiling my flowering bushes and little will now grow in that corner.
He agreed to cut it down then delayed in case the council fined him for it, He has now moved.
I have contacted the council about it repeatedly and they said they would send someone to look at it, but no one has come.
What can I do?

Law allows you to cut back over hanging branches. As long as it does not kill the Tree

As we are in a conservation area, I have to fill in a council form, giving details.
I have printed out the 8 page guidance on filling out the form, but I can't find the form online. I have asked the council for it, but they do not always reply. Any clues as to its whereabouts?
