London drivers to face £100 litter fine

London boroughs will be able to issue fines of £100 to drivers caught throwing litter from motor vehicles.
The penalties were agreed this week by London Councils’ transport and environment committee (TEC), following a capital-wide consultation with residents and boroughs.
The new powers, awarded under the London Local Authorities Act 2007, will need to be ratified by the secretary of state before being put into action. TEC has set the penalty charge level at £100 – although with a 40 per cent discount for early payment.
Charges and fines have also been agreed for failing to comply with regulations at local authority run civic amenity sites and for failing to keep waste appropriately stored and off footways before collections.
Chairman of London Councils’ TEC, Cllr Mike Fisher said: ‘These fines send a clear message to the minority of Londoners who do not respect their local environment and treat our streets like their own personal dustbin: littering will not be tolerated. ‘The issue of throwing litter from cars is something that has proved particularly emotive and this is why we have set the fines at such a high level.’

Who will issue these I wonder? Will traffic wardens be given the power to issue littering from cars FPNs?

This is good news..
but hang on, does this mean that until now, there have been no fines for throwing litter out of cars, "failing to comply with regulations at local authority run civic amenity sites and for failing to keep waste appropriately stored and off footways before collections" ?
