Learning to Drive- Where to Go?

I am at that stage where I have a child soon to be 17 years old and looking to learn to drive. 

Question for anyone with some possible insight. Where can I go that may be relatively near by but there is plenty of space to learn safely some of the basics before actually going onto a road?

I thought about the car park up at Ally Pally, later afternoon once the parking folks have cleared off and others may not be using it as much. Any other thoughts?

The Gardens is very popular with learner drivers (and as a car park for the restaurants), but probably best to get the basics sorted somewhere where there are fewer people!
