Up to them, but if permission is refused they would have ( in theory ) to restore it as was.

If you were going to object, you could mention that they have already started and that this constitutes contempt of the planning procedures. That might bias the planners against the application.

If they own the whole house and live in it then planning permission is a formality. If they don't... they're not supposed to be doing it.
