Help for Haringey Residents to Improve the Energy Efficiency of their Homes

If you’re a private renting tenant or a home owner in receipt of certain benefits, you could be eligible to have a new boiler and radiators, insulation measures or even an entire new central heating system fitted to help you cope with winter heating costs.

Haringey Council is working with London Warm Zones on a pilot project designed to explore how far larger energy companies are meeting their duty to help vulnerable or lower income households to heat their homes.

The project, funded by EDF Energy, will test the Home Heating Cost Reduction Obligation (HHRCO) part of the Energy Company Obligation (ECO) – an energy efficiency programme introduced at the beginning of 2013.

The ECO and HHRCO place legal obligations on the larger energy suppliers to deliver energy efficiency measures that will help reduce bills to some domestic customers, and the London Warm Zones pilot will highlight and test potential anomalies in the HHCRO scheme.

The council’s main concern is that the modeling behind the HHCRO – which links funding to a property’s energy-saving potential – means larger properties will attract greater funding while those living in smaller homes in Haringey could lose out despite having to contribute to the overall cost of the scheme through their fuel bills.

Under the pilot scheme, properties will be assessed individually through an initial survey and then a technical survey to ensure that eligible households receive exactly the measures that they need to improve the efficiency of their heating systems.

Issues have also been raised over the quality of the installations carried out and the inspection regime, so the pilot will also check these.
