Why? The driver stopped and wasn't arrested. If he'd hit a policeman the book would have been thrown at him.

All accidents are investigated as a matter of course. That should be obvious. And if he had hit a policeman in order to stop that policeman doing his job then yes, the book would be thrown at him and quite rightly. 

All accidents are NOT investigated as a matter of course, especially if you're a cyclist. If you read the article you'll see that the policemen were just walking back to their car. It was an "accident".

How on earth do you know that the driver in your example was not driving dangerously? Are they not to be charged because the police were not at that moment dealing with them? In the case of this serious accident in N4 witnesses are required to come forward to make clear exactly why someone is seriously injured. If this was my husband or a relative of yours I am quite sure you would want to know what happened to them. Are you seriously suggesting that people who witnessed this N4 collision should not come forward and assist??!!!

Surely not. 

We all know that any driver involved in an accident involving a pedestrian or cyclist must be at fault.

No amount of evidence to the contrary will convince us otherwise. Speculation suffices to convict.

I'm replying to John D. Here is one example (click to see). But google "cyclist deliberately knocked off bike london" to be shocked. Nothing is investigated properly and the use of a vehicle as a weapon is normal so what can you expect for "just an accident"?

Well, I reposted the appeal hoping that if someone was there and saw what happened between these two individuals - whichever of them was at fault (if anyone was) and it could quite easily be either the pedestrian or the driver - then it will help the police if they come forward with what they saw... otherwise it will be just two potentially conflicting accounts.

Michael, perhaps they've pulled it now. Try this instead.
