Haringey dog control orders ... simple version?
I have to say i do find the new Haringey dog control orders a little confusing. You can find them online here (link) and this graphic from 'Haringey People' magazine is a little better.

I counted 4 people walking dogs without leads down green lanes yesterday within the space of ten minutes. How on earth will it be enforced?

It will be enforced as rigorously as the bans on smoking in commercial vehicles; on using non-handsfree cellphones while driving; on dropping litter: the 7.5 T limits: the 20mph limits,; dog owners failing to clean up after Rover craps in the street; the feeding of pigeons on Ducketts Common; the limit to one satellite dish per building.
Jessica need have no worries.
