sam_b, Have you considered that every Haringey ward elects councillors. Most wards have three; the smallest wards have two.
Most are available by phone. Or can be visited in person at what's known as an (advice) "surgery". I have no up-to-date information about which councillors are helpful and which are either well past their useful-by-date. Or never were much good.
There is a fresh election at the end of May so it's worth making sure you're on the Electoral Register.
Casting two or three votes every four years is not really much for accountability. Personally I no longer vote solely on party lines, but try to find out a bit about each candidate standing in my local ward so I may be able to have a tiny part in replacing Useless-Candidate-1 by potentially better Candidate-2.

By the way, if anyone failing to make contact with a particular councillor comes across information which indicates they may have moved to live in another city or a different country, there is a usually a party Chief Whip who investigates such suspicions. As far as I know such events are extremely rare. But they do happen. Yes, even in such a well run Borough as ours.

Sam_b, as a former Haringey Councillor myself, I can only endorse the recommendation (above) of former Cllr. Alan Stanton. If I were you, I'd go along to a Councillor's surgery. If relevant or possible, take documents with you. Many or most Cllrs hold scheduled times and places for surgeries.
There are some cases where the council cannot help and some where only an MP can help. But if it's a case where the council could help, then the Councillor is likely to put in a written request to (the internal, non-public) Member's Enquiries.
It's important that these matters are documented.
A few Cllrs will talk to you only after you make an appointment made by phone or email; in the case of at least two of these characters, one is currently Suspended by their (Ruling Group) Party and another is rumoured to live in another country (one former Haringey Cllr did live in England, but for several years lived in a city 100 miles away).
If you merely talk to a council employee (sometimes styled as "officers"), you may or may not get help, but it's less likely than the above course of action.
