In 2022 the owners put in a planning application for "minor works" of excavation of a front and rear "lightwell" for their ‘basement playroom’.
Subsequently they excavated the entire front garden, installed concrete steps and railings, and a new basement front door.
In the meantime they have also converted the loft and created 6 bedrooms, & installed a ‘kitchen diner’ in the "basement playroom". None of which appears to have been through planning regs.
In November, Haringey Council issued an enforcement order calling on them to restore the design to that originally approved.
The owners ignored that order and instead put in "retrospective planning application" for the concrete stairs, claiming these were needed to ensure fire safety for the (non-approved) basement kitchen!
During this period the house appears to have been operating as an unlicensed HMO, and has been associated with cannabis growing and gun violence. (They now have, incorrectly gained a ‘household’ HMO licence starting January 2025, even though they're operating a 'large HMO')
Throughout this period the neighbours have been subject to excessive stress, out of hours construction noise and nuisance.
It seems the property owners have been deliberately and seriously flaunting rules and regulations and committed numerous breaches of planning regulations. This may warrant criminal proceedings against them.

and call for Haringey to ensure that the owners comply with Haringey Council's "breach of condition notice" 14/11/24 that requires restoration to the original approved design.
This should also require reinstatement of garden to street level in line with original planning application such that the lightwell occupies 26.4% of the garden, and the reinstated garden should be of a permeable nature to comply with regulations re paving front gardens and flooding
