Dear Leader apologises for 'commincation issues' over sky high repair bills

The leader of Haringey Council has apologised for “communications issues” after leaseholders on an estate were sent large bills for repair work – some totalling more than £100,000.
Cllr Joseph Ejiofor wrote to residents on the Noel Park estate in Wood Green on Thursday to issue the apology and notify them that a decision on the works had been postponed from December to January so further consultation can take place.
But in a separate statement, the leader warned delaying renovation work much longer could lead costs to rise even higher.
Mmmmm....

Oh, c'mon. "Communication issues" indeed.
A classic fauxpology - Cast in the form of an apology with a suggestion of contrition, But doesn't explicitly accept any wrongdoing and personal responsibility.

The plight of public authority leaseholders is not limited to these examples and affects all taxpayers. Government investigations have failed to reform this leasehold system. Fundamental and systemic flaws persist irrespective of council leaders, occasional apologies or tribunal victories.
Haringey Council is the freeholder responsible for maintaining some 15,000 residential properties, including around 5,000 leaseholds. ‘Landlord services’ are funded by their (your) ‘Housing Revenue Account’. In 2019/2020 ‘service charges’ from leaseholders contributed over £7m to an income of some £102m. Despite additional large bills for periodical major ‘improvements’ (such as the above example), day-to-day maintenance costs and charges continually rise at many times inflation (an income-generating ratchet with limited relation to value for money, the quality, quantity or necessity for services).
Over years, charges for the upkeep of modest properties have been inflated to far exceed related council tax levels - or the cost of maintaining substantial, privately owned houses. Public freeholders conveniently benchmark against each other’s level of charges and hikes.
