It's a FOOT bridge. Cyclists should not cycle on a footbridge, just as they should not cycle on the footway ( pavement as it used to be called ).

Why should I do your research for you all the time? You can see the font and colour of the sign and you have a pretty good knowledge of the road code.
The sign is of no defined legal status. It would be useful in only one instance and that is to make it harder to sue the council or the contractor if you are injured by a cyclist on that foot bridge.

The law hasn't changed though, that stretch is still a footway. It is still against the law to cycle on it. The sign is irrelevant.
The 1990 guidance may have been reiterated a few years ago but there's no change in law.

The government's interpretation of the law has. ACPO response here.
Each morning when I get to Smithfield Market there is a "cycling prohibited" sign which means you have to walk your bicycle through the market. Why is there not one here? Why do we have the rudest, least legal sign we possibly could have? Because people hate cyclists.

So the law hasn't changed, it is against the law to cycle on a footway. You may or may not get a sympathetic interpretation from the police, although arguing a fear of traffic on the current Wightman Road set-up would be difficult, but it is still against the law.
I agree that cycling provision should have been included in the scheme given how long it is in place for. As is so often the case it's just easier not to bother and sod 'em. I've mainly continued to use Green Lanes because it's more of a faff to go over the bridge, particularly trying to manoeuvre round the barriers. However, there isn't an argument that the law has changed and it's legal to cycle along there (although this could easily have been done with the traffic order that was put in place for the works).
Smithfield Market's part of the Corporation of London which means it may well come under different laws.

It was great to see the team this morning. I have signed the petition and fully support a permanent closure of the Wightman road rat run and a return of the space for local residents to enjoy. If you need any assistance with the campaign please let me know. Wightman road being closed has been an absolute joy and quality of life has improved dramatically for me and my partner who can now commute in safety down wight man road, through Finsbury park along closed roads and through Highbury fields and on into Central London on the bike network.

Yes it's been quite an unexpected eye opener just how much of a difference this has made to a cycling commute.
