Council departments could be 'taken over' by high performers

Here's a scenario. A struggling council department, say for example planning, is failing. A successful planning department from another authority then steps in to take it over.

It's the latest proposal from shadow Treasury chief secretary Philip Hammond in a speech to the Policy Exchange thinktank.
