Community Cashback - Funding for community projects
Community Cashbackis a fund raised from money seized from criminals to be reinvested in communities in England and Wales.
The aim is to fund projects designed to make neighbourhoods safer, reduce crime and strengthen communities.
Successful bids will have to show how the local community has been involved in selecting the project, demonstrate good value for money and be related in some way to tackling antisocial or criminal behaviour locally. This could include renovating a vandalised play area, investing in a youth centre or installing security measures on a housing estate.
Funding is co-ordinated by 42 Local Criminal Justice Boards (LCJBs) across England and Wales. These boards bring together the chief officers of the CJS agencies to co-ordinate activity and share responsibility for delivering criminal justice in their areas.

I'm assuming some effort has been made to return cash to the victims of the criminal acts ?

John D not all the cash comes from robberies. Besides there is the CICA criminal injuries compensation awards scheme.
It would be strange though to think that a local community cause was funded by cash confiscated from the proceeds of drugs, prostitution, protection racketeering and the like.

You don't have to be injured to be a victim. I think the Criminal Injuries scheme is only for people physically damaged. How about the naive widow charged thousands for unnecessary repairs to her roof ?
I suspect another headline-grabbing meaningless initiative :-)

Not TOO strange! A certain George Bernard Shaw squared-up to this dilemma in 1905, in his play Major Barbara when the eponymous heroine had to decide whether to accept a generous donation for her Salvation Army work from Andrew Undershaft, despite the fact that it came from profits he made by manufacturing death-dealing armaments! Plus ca change ?
