Caravans in Sainburys carpark

Does anyone know what this is about? Do they get special dispensation for this, either from Sainsburys or the council? Is this a licensed traveller's village we have not been told about? Just asking.

Doubt a special dispensation e.g. the rough sleepers at the petrol station end of the arcading by the car park seem to get around a week before their bedding is trollied away by Sainsburys.
