Since the start of the warmer weather Buddleia plants have been growing very quickly out of the left hand side party wall in the garden.
They're growing very quickly and can already see that the root system is damaging the wall (plaster coming off, getting between bricks). Knowing how quickly they grow am concerned about the wall coming down...so what to do?
Next door property is owned by a housing association and the garden is neglected
Do I need to ask permission from the residents and landlord to prune them back (they're over the other side of some chicken wire growing out of the top of the wall)
Can I just prune them back myself?
What about getting rid of them for good? Do copper nails really work

Buddleia are famous for their ability to thrive with their roots in the narrowest of cracks. They are however, pretty easy to uproot and usually a quick tug is all it takes. In your case I would just have them out and say nothing. they love pruning and will come back stronger than ever.
Stuff growing in a neighbouring garden but hanging over your side of a boundary is allowed to be pruned by you (technically, you have to offer the neighbour the prunings, ha ha). Following that logic, yes you could prune the plant growing 'your' side I think.
If it can't be pulled out without the risk of damaging the wall, use glyphosate spray herbicide repeatedly until no new growth is seen (may take 3 - 4 goes).
Should you take follow Green-fingered Philip Foxe's advice, if accessible fill the hole left by the roots with a sand/cement mix so you don't get another buddleia rooting there in a year or so.
I have the same problem but on my own property in a place that is difficult to get to. When the weather is dry fill a powerful water pistol with weedkiller and squirt the plant and soak the brickwork a few inches above it, that will get rid of it for a couple of years. I know in your case that this will be at your expense but for a few quid it's the easiest option. When you have emptied the gun wash everything thoroughly including your hands.
