This in from the Ladder's 'Safety Partnership'
It has now been clarified that Haringey Council policy is that emptied bins should be left ‘an arm’s length from the gate’.
This does create some security problems as bins left just by the gate all day long may well be an indication that the resident is not in, particularly if they go on to be left for more than one day.
The LCSP therefore asks that all our members should pass on this information to friends and neighbours, and perhaps set up a friendly mutual help scheme to replace bins whenever they are left blocking a gate/pathway.

I hadn't heard about this and am not sure how it arises. My understanding is that the contract - not the policy - with Haringey's waste contractors has been that bins are taken from and replaced in the curtilage of your home. I'm not aware this has changed with Veolia.
Back in the years when councillors were properly included in helping to run Haringey Council - i.e. before the present "Leader" and "cabinet" mediocracy system - I was at a meeting where head honchos from one of the previous contractors justified leaving bins on the pavement just outside people's front gates. The curtilage - they explained to us, was a technical legal term which meant just outside a property. There aren't many laughs in English Land Law. But I enjoyed digging out my distantly remembered knowledge.

I think the message was about where you bins will be returned to, rather than where you leave them - or have I got the wrong end of the stick?

But on various hilly ladder roads I've noticed the bins live permanently on the pavement, as the front gardens have steps (!) Hardly ideal.

sorry for the delay in responding. The emptied bins are to be returned to the collection point. as you'll see the website clearly states that:
How to use the service
The evening before collection day, please:
- Put your wheelie bin as close to the edge of your property as possible (next to the front gate, if you have one).
- Make sure the wheels of the bin are facing outwards.
- The bin should not be obstructed by parked cars or bikes, pot plants or other garden features.
Once it has been emptied your bin will be returned to the collection point. Please do not leave your bin on the pavement.
we're liaising with Veolia to reaffirm that.

All of the Veolia setup is ridiculous and inefficient and careless. On our road they sweep the pavements just before they collect the bins so out of the whole week we have a window of a couple of ours of clean pavements as overflowing bins spill between property and lorry. I have questioned the logic in it, but never received a reply.

Sweeping a street after the bins are collected is obvious common sense. So I'm astonished that you didn't get not just a reply, or an apology, but a thank-you for pointing it out. I'd guess that the schedules have become misaligned. How long has it been going on?

Many years ago I raised this issue and suggested that street cleaning rotas should always be arranged for after the bins were collected. And never just before. (From memory, it may even have been before Haringey contracted the service out.) I spoke to the late councillor Maureen Dewar who was chair of the relevant committee at the time. Maureen assured me that officers had looked into it and advised her that it was all terribly difficult, complex, intricate, easier said than done, and impossible to arrange.
It wasn't of course. And was later put into effect.
By the way, Veolia are litteralley streets ahead of the previous contractors. I have the photos to prove it.

This is Lausanne Road - bins tend to be emptied late Wednesday AM to mid PM, sweeping seems to be Wednesday AM and sometimes I have seen them on a Saturday. It is quite a while ago I sent them an email and to be honest I had moved on and forgot all about this until this discussion came up. Will let you know if I find the email.
