Harringay online

Harringay, Haringey - So Good they Spelt it Twice!

I have just challenged a parking ticket from Haringey. I stopped at a hatched zone on Hornsey High Street (opposite the plumbers merchants) I read the sign that said no parking/loading at that time and promptly pulled out into traffic again. I feel a ticket is taking the mick. The evidence online is of a still shot of my car, with headlights on. I stopped just long enough to read the sign, and could not have known about the restriction without stopping. Am I in the clear?

As with the box junction query posted here a few days ago, you could try asking them for any other pictures to establish how long their records show you were there, and argue it from there. It's a 'loading only' box policed by a cash register fixed camera on the other side of the road, yes? If something was parked that obscured the 'Loading Only' lettering that's painted on the road, that might add weight to your argument. Good luck!

Putting your question another way, can a driver stop long enough to read the signed restrictions safely? i.e. not while driving and taking their eyes off the road; or stopping in the middle of traffic. And then, having read them, decide to obey the law and either pay for parking if possible; or drive off?

It doesn't sound like a question needing King Solomon's wisdom to decide whether or not a driver has behaved like a responsible citizen and followed the rules.

I'm sure thousands of people across the UK do this all the time. In fact, we may do more. For example get out; read the sign; get defeated by the obscure wording of the restrictions; and then ask a helpful bystander.

Zena and I did this once in Crouch End.  We pulled in and another car parked in front of us. The two drivers and two passengers then stood next to the sign and had a mini-debate about what it meant. Luckily a shopkeeper came out and told us that lots of people got caught there. "It's a trap", he said.  We all drove off.  Not good for Haringey's parking income. Nor for the trader's business.

You might want to see if Mr Mustard has time to offer some quick pointers about how PATAS (Parking and Traffic Appeals Service) might rule.  He knows the rules and reads umpteen PATAS judgements.
