Another New Cafe Bar Opening in Harringay this Week
A new cafe bar opened on the corner of Falkland Road on Wednesday. Apparently owned by an Albanian guy, but I've yet to meet him. Anyone visited yet?

Only for a tour before it opened. They've done a good job with the front - like the idea of the open area.

Really, it's open? That's strange considering their planning application hasn't even been posted on the council website yet (due by the end of the week). Only their change of use from A1 into A3 has been approved.
And that lovely new front was illegally converted without planning approval.

I'm no planning expert, but looking at it couldn't it have been done without planning approval being needed?
The existing boundary is maintained, as are the existing shutters. All they've done is remove the windows and install an interior wall as the new "exterior" wall.
I'm sure some planning expert will correct me, but that doesn't seem like an immediate "must need planning permission" thing.

They do require planning permission - for the new shop front, entrance, roller shutters and significant changes to the Falkland Road side of the building including a new entrance onto said road. The planning officer advised me that the changes required a retrospective planning application but this yet to be submitted. I have received an email this afternoon advising that 2 applications for the premises have been rejected for unknown reasons but said that they 'do not relate to the opening of the property'. That would tell me there is no planning permission to operate.
I have no issue with a 'cafe' operating (but would have preferred some other service), but the original application was to operate a late night bar with an entrance on Falkland Road. This application was then withdrawn after significant opposition and replaced with an application for a so-called coffee and ice cream bar. I understand they will also apply for an alcohol licence. Residents concern is that this is just an alternative to their withdrawn application for an A4 licence (drinking establishment) through the back door.

seems like an example of scant regard for the proper procedures or for local concern and rights. Coffee bars so easily become bars don't they.

I'm inclined to agree with your analysis of this place, Nicholas. In fact there is now a copy of an application for an alcohol licence stuck on the side window (in Falkland Road). Some of the neighbours are expressing concern at the way in which guys using the place are ogling women as they pass by....certainly looks like another boys/mens club, as others on here have already said.

I agree, it's another mens club. I hope that place isn't there for too long. I liked it when it was a chemist! :)

Alcohol has been served on these premises from the day they opened, this is not rumour or speculation; I have observed men drinking bottled beer on an almost daily basis. I reported this to the Licensing department of the council, and I await their response, if any.
Further to my previous comment, the planning department advised that once A3 is granted, the cafe may then begin trading, and no further permission is required.
On the retrospective planning application, Lionel Harper, planning officer replied with the following:
"The owner of 661 Green Lanes did submit two applications one for the new shop front and the second for the fascia advertisement sign. The applications were however made void and the Application requested to submit the submitted information. When the information is received the applications will be made valid and the normal neighbour consultation will commence."
So for those concerned about the extensive changes made to the building, particularly on the Falkland Road side, they should make every effort to comment once the planning application is submitted.
