A pay-as-you-go car scheme will be on the road by summer, Haringey Council has promised.
The car club project, where members can book sessions in shared cars without having to pay tax or insurance, aims to be a greener alternative to city driving.
Haringey will choose an operator at the end of April and plans to introduce the scheme on July 1. The council says other current environmental initiatives include charging council staff for parking, developing school travel plans and improving cycle routes and bus services.
But the Liberal Democrats criticised the council for "stalling" over the car club plans and claiming the scheme will be too small.
Lynne Featherstone, Lib-Dem MP for Hornsey and Wood Green, said: "Haringey Council has been stuck in neutral for too long. It should follow Islington's lead - instead of proposing a half-hearted scheme of 10 parking bays that won't provide enough coverage to get the positive environmental outcomes we've been hoping for."
Islington Council won a London Transport award in 2006 for its car club scheme, which has more than 1,000 members.
Haringey Council's environment chief Councillor Brian Haley said: "The car club scheme is being introduced as part of a much wider drive to encourage people use alternative transport.
"I hope the introduction of the car clubs will be welcomed by residents across the borough.
