Harringay, Haringey - So Good they Spelt it Twice!

My Back Garden Backs onto a House in Farrent Ave N.22
Where the Owner has decided to turn his Back Garden into a Kennel
With small Metal Cages backing onto the ajoining Fence
And a Shed for Puppies

This has been going on for several Years

We have the Noise of the Dog's Barking & Howling @ All times
As they normally left in the Cages over night

Best they have is rubber beds or old mats

He has put wood between dogs so they do not
see each other or neighbours can not see what is there

During the Summer the smell and fly's really are a joke

Yes it has been reported Noise and Smell to Haringey's
Environmental Health and Noise team

Who have come down - but seemed to have got a message before
and often moved and cleaned Garden before inspectors Arrived

We have reported him to RSPCA as sure it's cruelty to the dogs to keep
them penned up for day's

According to Follow up Calls Inspectors report Not a problem

We did have a situation where the Mother Gaffer tapped a Alsation
to Stop it Barking
Called Police but Officers just got Tape removed
Mother stated that's how they delt with howling dogs @ home

Have made Calls to head of Departments / Chief Executive
Favorite reply is the Neighbours rights

Regardless of the other 20 odd Neighbours right that are being effected by
the Noise and mell and flies

Have you taken pictures to demonstrate to the noise team that you are not telling them a story?
Advised by Council Officers It would be Against Dog Owners right for me to Tape or Photograh his Garden or him with the Dogs
If legal I would have set up a Video Link from Day one to record it.
Advised that it's against His Rights to even Record his / Dogs Activities
Sounds really weird to me.
I'm not sure if a photo would be enough to demonstrate noise and smell, but a short clip on the mobile when it's very loud could help. Plus written statements from other residents..??
I have stood @ End of Garden when on Phone to Officers
When Officer have come to Check
They - personally can not see it as a problem
Advised a Order was served on him
But not followed up
Oh dear that is just awful. Is it still going on? Why don't you start a petition and invite your local MP and newspaper round without giving this horrid person any notice? Take lots of pictures as evidence. What is the purpose of keeping all these dogs? And... are you joking about the gaffer tape?!!
Local Councilor has been involved for many Months
I have taken it up with Chief Executives Office
Heads of Enviremental Serivces
Last Cry from them is the the Dog Owner believes he is being proscuted by the Council

It's not possible to Photograph even if legal
Due to High Fence and Wood put between cages to stop dogs fighting
And plastic material cover over roof.

The owner seems to Scare most of the others effected
No one seems to want to speak to him or sign anything

Latest issue is that a Rottweiler - which really does howl
And if Often left for many hours with a muzzel attached
Why not firstly write a petition on behalf of local residents who are affected and who can back up your story and ask them to sign it. Go to the citizens advice bureau and ask them what your rights are - it sounds as though you need some legal advice as opposed to council advice. Apart from it damaging your quality of life it is illegal behaviour so you could get the police involved. If it did come to that however, it would be preferential to do so as a collective decision with your other neighbours. And if that doesn't help then get a local reporter around. Before doing all these things though, tell your council you are going to get do this - it will be bad press for them if they are shown not to have taken any action. Good luck!
What a bizarre scenario, having kennels in a residential area, and typical bureaucracy. Good luck with it, it must be a nightmare. There is someone in the gardens behind my house that is keeping chickens by the sound of it. Not a big noise problem like dogs, I can imagine, but always funny to hear them clucking around.
Any dangerous dog falling in the Dangerous Dogs Act 1991?

I just stumbled across this and felt very concerned. Was there ever a happy end to this terrible story?  I have had to call the RSPCA for several incidents in the past year or so and found them to act quite well, although admittedly they only have limited power and normally have to get police involved to break in and rescue the animals.  I am very worried for the welfare of the dogs involved here.
