Yesterday I reported to Veolia that there is a pile of what is obviously human excrement on the street side of the low wall of the doctor's surgery carpark, at right about toddler height. Today it was still there so I rang them and was told they can't touch it because 'it's on private property'. (This did not stop them clearing up some cans and pack of chips from same 'private' wall!) So they basically did nothing!!
I'm absolutely fuming and cannot get my head around this kind of bureaucratic thinking, in the face of what is obviously a health hazard. I've contacted the surgery, to see if they can alert the building owner but FFS!!!

How about contacting the Director of Public Health as a first step. They should be able to take action or at least redirect you to someone effective.
