Gardener needed? Large conifer dripping all over garden

Hi all - we have a very large cedar in our tiny garden and it suddenly started oozing sap-like stuff everywhere - I suspect it is an aphid infestation and/or heat exhaustion. Could anyone possibly  recommend a dependable gardening company/person? I don't think it is a tree surgeon issue.
