That’s right. The name seems to have gained currency from about the 1930s and was falling out of use by the end of the century. I assume that it’s origins Lee in the same place as those of Speakers Corner.

It was still the scene of speech making when I was a boy in the 40s/50s. Called Speakers Corner then. I recall hearing the local communist candidate (Max Morris?) speak there; my father, a copper,  was furious And also often used by an escapologist complete with chains etc.
