Group from circus or in fancy dress? 1930s?

This lovely old pic is of indeterminate date and all I know is that it was snapped at 46 Grand Parade. If it's late 1930s on, could it be a group who've wandered down from the circus (or could Mr 46 Grand Parade gave gone up to the Arena (opened 1937)? Or, is this just a group of local partygoers?
