Sorry John I changed the title. It's come from the 2012 Olypic transport plans. Originally it was titled "Lausanne Heavy Goods Highway"

I expect it was a cynical complaint about the level of service..
Remember, it was possible in those days to travel from Finsbury Park Main Line to King's Cross (MET), Farringdon, Aldersgate & Moorgate and via the Snow Hill tunnel through to South London, The locomotive looks like it could be one of the condensing locomotives needed for the tunnel section. I imagine the service only ran in 'peak hours' and that's why the card is titled 'the Last Train'.

Could be, but I rather got the idea tha this crowd were merrymakers off to the park.
