An online search suggests it may be a little earlier – 1950 – and perhaps from "Picture Post", as it's in the Hulton archive. The credit is "Stringer", but I suspect this is the generic term (as in newspaper "stringers" or local reporters for national titles), not actually the photographer's name. Rather bizarrely, it also features as the background image on the cover of one edition of a novel about Thugees, set partly in Victorian London ("The Thing about Thugs", by Tabish Khair); I suppose the gaslamps attracted the designer, though the figures would be completely wrong. It's a fab photo anyway.
