I originally wondered if this was a photo of the entrance in its war guise, but on a second look that roofing looks to flimsy to have done anything useful against a bomb.

Mind you, it does still have what look to be the wartime white orientation markings for an entrance to a bomb shelter. Before my time though.
Roof slope suggests stairs which makes sense for how it was in the 60s.
During the war was adequate protection against falling antiaircraft shell splinters, deflection of blast and flying debris.
