Is it not a cartoon of its time? Not suggesting I have the slightest idea where the irony lies but it looks to be seriously insulting in some way.
Yes I'm pretty sure it's contemporary with the scene it's depicting.
It was a time that this area was being dotted with merchants' stately piles like Harringay House. I'm guessing that they were teased for adopting airs and graces. Whereas only the aristocracy had country homes previously now newly wealthy merchants could do so too.
