Never really noticed this detailing on the side of the building before. Hardly mind blowing, but it's tiling which looks like it's fast deterioirating and may soon be gone.
I wonder what those little bits are just above the black square.

Looking at the image again for the first time since 2008, the bits now look to me like the tops of carved feathers.
Trying to track down older photos will help identify what lies beneath the fascia panel. I would speculate that there was a a ground floor window matching the same dimensions as the one above framed by more elaborate stone detailing.
If it is degrading it is likely due to water pooling on the top of the fascia and then getting into the stone leading to erosion.
