'Blue Peter' is named after a racehorse not the BBC programme, though the programme had much to do in returning the engine to traffic in the 1970s and 80s. This is its first main line run since 2001 so is a notable event.
'Blue Peter' is very similar to Tornado (still undergoing a long overhaul), though built in 1948 rather than a new build. It's operating a private charter - invitation only - for Locomotive Services Limited from King's Cross to York, rather than a public excursion trip that you or I can book on. There's a naming ceremony at Kings Cross at 1300 beforehand.

I came across this while looking up details of Railway Touring Co's The White Rose from Kings Cross on the same day, but the listing has recently been removed from their website so I take it that tour has been cancelled.
